No, special Characters are not functioning.  I use Arabic a lot and in it I 
often need to use special characters, but it does not work.
I figured out a tedious way around this problem.  
I use touch typing, so I first find the character I want.  When I lift up my 
finger it gets typed.  Then I double tap and hold on this character.  This 
gives me the list of special characters associated with it, so I choose the one 
I want.  After that I make sure that the rotor is on Characters then I swipe up 
once, This takes me back one character.  Then I touch the delete key to delete 
the letter I typed first which I now do not need.  Then I swipe once down to 
put me back at the place where I want to continue typing and I proceed from 
there.
It is a tedious way around, but can deal with it for the time being.

It still works for me, try holding a bit longer, it's probably a good 3 seconds 
before Voiceover says that more acharacters are available.
