Hello, 
I have a friend who is seeing this exact behavior on his iPad 2. We just 
restored, and still the issue persists. What happens in this case is that there 
is a badge beside the app store indocating x number of updates are available. 
You double-tap on the app store icon, the app opens to your updates tab, and 
instead of showing you the updates available, or even claiming that all apps 
are up-to-date, the screen is blank beyond the updates heading at the top. I 
even had someone look at it, and he said that the blankness reported by 
VoiceOver is accurate, and that the screen is in fact blank beyond the updates 
heading, and the usual tabs across the bottom.

A most bizarre situation, for sure. I have an iPad 4, and an iPhone 5, and 
neither are exhibiting this behavior; same is true of my friend's 4s. keep us 
posted, as to how you go, but if these are the issues you are seeing, know that 
you aren't alone. As far as I can tell, they began at some point last evening.
