I cannot recall any braille display that would wake a phone up once it had gone to sleep. I've used three different braille displays with iPhones. I suspect it is because VoiceOver is also asleep when the phone is and since the braille displays need VoiceOver active in order to function, it makes perfect sense to me. While bluetooth QWERTY keyboards do wake up devices since they do not need VoiceOver on in order to function. As far as I know, you have to manually unlock the phone before the braille display can communicate with the phone. If you have a passcode, once the phone is awake, you may be able to enter the passcode.
