Hi Don Roberts, magicJack, or Talkatone which used to work with Google voice 
will do this for you. All you have to do is register.

If the person you are calling uses an iPhone or has set up their Mac, you can 
FaceTime or FaceTime Audio call them. This requires only their Apple ID email 
address, or the phone number of their iPhone. You can also receive calls the 
same way, just like you do iMessages. For non-Apple people, you might have a 
harder time of it, though Skype is really a nice option.
