Yes Donna that was one of the first things I did.  It just puzzles me as to why 
numbers not in my Contacts speak.

i have an iPhone SE and it works fine.
It sounds like under VoiceOver settings you have it set to always speak 
notifications. Did you also check under Accessibility what Call Audio Routing 
is set too?
Lastly, under notifications, are the phone notifications set? Make sure allow 
on lock screen is on.
If none of that works, then it is time to talk with Apple.

Carolyn, do you use headphones with your phone? If so, go to settings, sounds & 
turn off change with buttons. This may solve your problem.

What Richard is referring to is that notifications will show up on your phone 
screen with the phone locked. This has nothing to do with the volume of 
incoming calls being announced at a volume level that can be heard.

Carolyn, do you use headphones with your phone? If so, go to settings, sounds & 
turn off change with buttons. This may solve your problem.

I am also running a SE and the caller announcement does not work either. Speak 
notifications is on.

the accept button rather than who is calling.
