It is part of Handoff I think but could not swear to it, first time it happened to me I was in the hall between the two places, phone on the desk, iPad in another room and it really startled me. I have my iPhone 5s and iPad Air setup this way. It comes in handy for example, if my iPhone is on the charger in the bedroom and I'm using my computer. My iPad Air sits on my desk as well. When a call comes in, I can answer it on my iPad. It sure beats having to jump and run for the bedroom. This is a feature with iOS and Mac. It allows you to use one of your devices to answer the other. You can check it out in Settings.
