You can set manually the first alarm and after ask Siri to modify it. Manually you will be able to choose snooz or not. Steve, I have an iPhone 8 using iOS 13. When my alarm goes off, without touching the power button, if I just swipe right with one finger, voiceOver says snooze or if y swipe again, it will say stop. double-tap which choice you want and that should work for you.
