I found it. It was in Accessibility under keyboards and under soft software 
keyboards I had to turn off something that has to do with lowercase letters. 
But thank you so much Richard for trying to find that for me. some days ago the 
first thing I foundwas the setting area that you mentioned in this most recent 
post of yours. And that didn't seem to be the culprit.
All is well now.

I may have found your issue.
Check VoiceOver Verbosity.
Say cap, and delete text have separate settings in there both of which can use 
change pitch.

Many updates ago I complain that Siri seem to be getting stupider and stupider. 
For instance if I have a contact in contacts and I have it noted that their 
iPhone is an iPhone, when I ask Siri to text message that person it asks me 
whether I want to text message them using the phone number or an email. Those 
were questions I was never asked in previous updates and I'm talking quite some 
time ago at this point. Why would I want to email them rather than use a phone 
number? Is there some good reason for that? It makes me wanna remove all the 
emails from some of my most frequently texted contacts.

And here's another odd thing that the new iOS on my new SE is doing. When I 
asked Siri how cold it is outside she keeps asking me where I am located. This 
is with location tracking on. This is even with my current city chosen in the 
Weather app. I went into Maps to see if there was something odd switched off 
there and didn't notice anything that might help with this. Does anyone have 
any clue what this might be about? Why Siri cannot locate where I am located? 
Nearby explorer sure can.

Exactly. It never used to asked me where I wanted to texts or which address to 
use or email or iPhone.   I'm talking about years past. The layering seems to 
get a little more cumbersome as time goes on for some apps such as how we've 
already discussed what's going on in the mail app. These sorts of things drive 
me crazy. I don't like to have to swipe anymore than necessary. Or tap or any 
of that. In the very first computer class I ever took decades ago the teacher 
said they were three components of  working on a computer. There's ardware, 
software, and the jellywhere. He claims that most mistakes come from that third 
category and I'm sure all of you can guess what or who is the jelly were.

If you have people you frequently text it usually also helps if you add them to 
your Favourites with their mobile number, SIRI usually then does not ask. 
However, I agree that sometimes it is stupid, I have a lot of business contacts 
where I have a office number, fax number, mobile number and email and sometimes 
when I say Call so and so it asks me which number and it actually lists also 
the fax number and this also happens when I say "Text so and so, I think SIRI 
should be smart enough to know that I can't text a home or fax number. OK, so 
theoretically you can I think text to a landline and  most phone companies at 
least here in Canada will try to do speech recognition and convert what you say 
into text and then a TTS voice will read this to the person you texted, but if 
a mobile number is present SIRI should assume that you want to text to that 
number and not to a home, office or fax number.

Problem solved. There was one little thing having to do with Maps that was in 
the location tracking settings that I needed to switch on to improve improve 
whatever. I couldn't do it under maps outside of the location tracking section 
of settings. Anyway it knows where I am now.

I do not have that weather issue on my fairly new 11. 

But, I do have her ask me all kind of options about a text, if I say, send text 
message to Mary Smith. Another thing that I have a really hard time making Siri 
do is a group text, even when I give the command send group text to Mary Smith, 
Bill Jones, John Dough, and Jane Johnson. She'll say, what do you want to say 
to Mary Smith?
