It's called trickle charging and it does not quite meet the threshold that 
trips the status bar icon.

iPads require 10 watts and the USB port on a computer only delivers five watts. 
However, apparently it is possible for the iPad to charge, but very slowly. 
This of course is not the most effective or recommended way to charge the iPad.

Hello all I think this is normal as the iPad requires more power than 
the USB hub can supply due to the big battery.
