I haven't had thi shappen even once on my 6S Plus since iOS 11 came out, I ran 
every beta of iOS 11.1 and also had no issues with this except that in the beta 
before the public release the Mail app always said 0 unread messages even 
though I had unread emails, but the next beta which became the public release 
fixed this for me.

That is incorrect, I don't have notifications for Mail on neither for showing 
Mail on the lock screen nor for showing it in Notification Centre.
I had the Mail icon display 0 unread messages at one point, I think it was 
during the last iOS 11.1 Public Beta before the final one which now became rthe 
official release. However, this got fixed in this public release version.

Go into Notification Center in Settings, find the Mail and Messages settings, 
and make sure Badges is turned on for each of them.

I had the same problem, and I restarted the phone and the badge reappeared.
