I decided to do this, because I can't get pickers to work, and that's a much
more serious problem, as far as I'm concerned. This seems to have fixed the
problem for me. Go into settings, general, reset, then choose reset all
settings. This will reset your Voiceover and network settings but won't erase
data.

The prescribed way of doing this is working for me. I double tap confirm
clear section with one finger and then immediately I hear the confirm clear
section repeated and I stay right there or check to make sure I am in the
same place and double tap it again. Most of the time it appears to me that
the focus remains there so by just double tapping again I complete the
process. It would be interesting to know why some people have this problem
and some don't but that seems to be true with most bugs or problems. For me,
this is working on both my 5S and 6+.

tapping and double tapping again also works. Maybe others can try this and
post feedback to see if it seems to work for everybody or not.
