Do not bother resetting all settings. It is too big of a pain for all you end 
up resetting.
The solution is under verbosity; delete text, or something like that, set it to 
Do Nothing.
That way, VO just speaks what you delete, as it should before this stupid 
setting was introduced.

i'm also having this problem but before I reset all setting please could 
you tell me what settings you had to reset.  Just got an iphone se2020

Richard, I was one of the patient ones, hahahahahahahahahahhahaha, seriously 
it's such a more than great feeling when you can solve something and figure out 
what to do about it so congradulations to you. I'm so happy for you, but I knew 
if no one had an answer you'd eventually would figure it out, even though you 
have to do a little extra work with some of the settings, the main thing is 
everything is working right for you now.

Solved my mystery of VO saying comma before each deleted character

I decided to use a small hammer to solve this annoying issue.  I reset all 
settings.
The problem is gone.
I first tried just resetting the dictionary thinking maybe that was the issue.

No other setting seemed to be the problem so I decided to just reset all 
settings and poof, all works as it should, only I have to go through and fix 
all the settings that got cleared out.
But, I’ll take it.

Thanks for your patience with my notes on this issue.
And, if you were not being patient, thank you for not telling me, .
