Yes, it is very easy.  I have transferred music files and albums in
folders to OneDrive and Dropbox on my computer and later opened up the
apps and played the files on my iPhone.  It will require a data
connection to listen to the music and listening will count against
your data allotment.  It makes a lot more sense to transfer the files
to your iTunes Library and sync your iPhone to your computer and
listen to the music in your music app.
