The app I use for notification of sun rise and set is called Sundial it is not a free app and you can purchase add-ons for example Complications on an Apple Watch. The app can notify you of civil dawn and dusk, nautical dawn and dusk as well as astronomical dawn and dusk. Moon rise and set and phases can have notifications too. You can check these times for another location and a different date if you wish. I noticed with the past few updates that there's a message about this the first few times I open the app. Weather Gods just did some massive overhaul of their app including switching over to new servers. As a result, many of the notifications are spotty or nonexistent no matter how many times settings are adjusted. I'm not sure how they're ironing things out. I live in a small town in southern IL, so I imagine my weather isn't as important for notification as a larger area. I saw the sunrise/sunset notification come in yesterday for the first time in a couple of weeks, but it was several hours later than my notification is scheduled for.
