Last night I installed 9.3 on the phone which is the 5 and not the 5S.
The update went through but when activating the phone, after entering the
apple ID and password, I received the message: try again. Your iPhone could
not be activated because the activation server is temporarily unavailable.
Try connecting your phone to iTunes to activate it or wait for a couple
minutes.  If this problem persists contact Apple for support.

I called Apple this morning and the person thought that the password
might need to be reset and I changed it and tried to activate the phone via
iTunes.  I then called later and was told to sign in to iCloud, click on the
device and remove it from the account and to then activate the phone.

I then tried this and was asked for my carrier which I selected and the
phone will still not activate.

This morning I went to the web and read that some older devices such as
older iPads and phones are having issues to be activated with 9.3   Apple
confirmed this so now I don’t have a phone to use.

I’ve never had a problem to activate this phone at all and when calling
Apple a few minutes ago heard that there is an extended wait time for
support.

can any of you give advice and any suggestion would be appreciated.  If

Same thing happened here with a 5c. The dialog said I could do it through 
iTunes, so I unplugged/replugged the phone to get iTunes to focus on the phone. 
Immediately a dialog came up on the PC requesting ID and password. I put it in 
and all is well.

This may not help much, but if you have an Apple Store in your area
then you might want to make a trip there and get someone to look at
it. I know not everyone lives close to one but it can be a great
resource in times like this.
