Yes, lock your phone and just let it sit. Once it sends the IOS6 then the HQ voice will be downloaded. What I did was about an hour and a half after it started the download of IOS 6, I touched the home key. A screen appeared telling me everything was downloaded, set up phone. There are a couple of prompts to answer, and then you are on the home screen. By the way, the HQ voice read the everything is done screen so I knew it was fully downloaded. If the voice is the compact voice, re-lock the phone and place on the charger. It will then download the HQ voice. Hope this helps. Not really. It locked itself I think. However, in order to get the HQ voice you definitely need to lock it and be on wifi so I would lock it if it does not lock on its own and just leave it for a couple of hours.
