Apple Watch 2 is really great where VoiceOver responsiveness is
concerned. Highly recommend getting one, wrist notifications are a
pretty big deal.

It is the same on the old watch.  I don't see how or why it should be any 
quicker.  I really don't think that a second is too long to wait for the 
vibration.  I really love this new feature.  I use it all the time.

starts vibrating after the second or third tap, but very responsive. I was
