Weird glitch on a website with screen curtain

Last night I followed a link from an email to the Lyft ridesharing website to 
add a tip to my driver for the ride home.  I had screen curtain on.  As I was 
feeling around the page to figure  out how to trigger the tip amount selection, 
I would hear  a funny sound and then VoiceOver would say "screen curtain on".  
I have enough vision that I could see that as I went over a particular section 
of the page, a bright square of sorts appeared on the screen and then it would 
say "screen curtain on" and go dark again.  This kept happening. So, I turned 
off screen curtain to finish what I needed to do.  Although the button wasn't 
labeled, it seems the the oddity was occurring as I would slide over the submit 
button.

I recall hearing this same kind of issue happening recently on a different 
site, but I cannot say what that was.  Anyone seen this issue and know what's 
going on?  I'm on an iphone 6S and the issue happened before my phone updated 
to the latest IOS version last night while I slept.
