Yes, I have an iPhone 11, and I've been able to use the camera app to recognize text and things around me for at least a year. You can sweep it around and hear things like there's a sign on the wall with text and then it'll read the text. Jennifer, LIDAR can help for object recognition. But have you tried Be My Eyes AI on your 13 mini? I posted an email from the makers of Be My Eyes within the last day or so concerning how they are making that feature more widely available. I do not believe it depends on LIDAR.
