I   talked with apple disability about this very thing and they told me that 
if you forgot your passcode and have setup the phone to become disabled 
after so many times that the only thing you can do is a  forced restore.

iPhone five s frozen can't remember passcode help

Well,
My subject says it all.
I somehow got the passcode feature turned on on my new iPhone 5S. I can't 
remember the passcode so can't do anything with my phone.
Can someone tell me if theres a reset or something I can do to get my phone 
back running?
Most importantly how do I turn the feature off after phone is going again.

First plug the phone in to the computer. Next when iTunes loads go to the 
sources table. 
Next find you're device in the sources table. Next tab to the restore button to 
put you're phone in to recovery mode.
