Must be a problem with the phone itself.

I don't have this issue in messages, or notes.

Nothing you normally need to do and it's not doing this for me, I can dictate 
punctuation including periods and then continue with the next sentence and it 
only stops when I reached the 30 second limit or whatever it is.

You can always just push and hold the home button or the middle button on the 
microphone as long as you are dictating, then SIRI will not think you are done.

Please write Apple Accessibility.  They have duplicated this, but the more 
people they hear from, the sooner it might get fixed.
At this point, the only work around is to get into the body of a new message 
and use the two-finger-double-tap gesture to dictate.
