Myh VoiceOver died on me the other day, and I ended up turning my phone 
completely off, then got it back when I turned it back on.

My work phone which is an 8 plus did exactly what you describe today.
I tried everything.
Then, I had my sighted wife go in and reset all settings.
When she turned on VoiceOver, it is now talking.
I had to reenter passwords, reselect sounds/ringtones, display background, etc.
But, it works now.

For me, it was 12.3.1.
Then, I plugged the phone into my computer with iTunes and tried toggling 
VoiceOver from there. No Go.
I then updated to 12.4 using the computer.
Still nothing but clicks and I confirmed, several times that voiceover was on 
and not muted.
The last step was reset all settings, and it is now back.
