Hi Christophe,
If run vpp in vm, vm is used as router in openstack vnf
,when create a subnet and the subnet need connect router.
the router need hot plugin a interface for the subnet

Could you give me an example of the requirement of the physical hotplug for NFV 
?
FYI, vhost-user is already implemented: using VPP as a vswitch already works, 
so, hotplug of virtual interfaces already works.

The way I see this is:

-  SRIOV/PCI pass thru: vpp is not in the loop, and the physical 
interfaces are reserved, and connected to the VMs

-  VPP as a vswitch: you connect all your physical interfaces at 
startup, and your vms are connected to vpp thru vhost-user socket.

We currently do not support hotplug of physical devices. It is not impossible
to add support but it will require some work...
