Moving Flak Cannon to its own ID and bringing back Cyclone seems to be fairly uncontroversial as well. Flamers could use rebalancing. Iluvalar wanted to make some changes to thermal armor, but I thought they went a bit far. It's a bit late to do balance testing for 2.3.8 at this stage.
