I think when we don't update the ChangeLog immediately after the change, no one will remember that something changed and neither will anyone go through the whole commitlog again to find out whether some stats where changed. Additionaly we should reject not constructive criticism by replying "WIP". I think that can safe us from the worst balancing-flamewars. And if someone has something constructive to say, I think we should listen, but also keep in mind that balancing is determined by measuring the average game-experience of the average gamer over a reasonable long amount of time while taking all units, structures, etc. into acount.
