Gokul,

If you have registered for a Jira username, then you are all set.  Anyone can 
submit issues to Jira.  Only code committers need to be granted additional 
access.

I have assigned the issue to you and set you up as a contributor (instead of a 
committer).  You should be able to start progress on the issue.
