Currently, minimally invasive solution is to use default sorting in category [[Category:categoryname]] (most of the pages on wiki use it). In addition, I suggest to create a separate categories for translated articles (some people did it already) e.g. Category:Development/fr which should contains french translations of pages from Category:Development etc. etc.. IMO it's more intuitive solution, than throwing everything into one category.
