Jean: Re: the static page, my guess is that it should say something like

The Ask LibreOffice site is down for temporary maintenance until
approximately 1200 UTC so we can upgrade our infrastructure to
better-handle the needs of our users. Apologies for the inconvenience!

Look at the authorship on the latter page: IIRC this was a staging
place for Joel to test out some new language/a rewrite of the page.
(Personally I support editing-in-place, but to each his own :-)
