buildout is the common way to create a Plone instance. You could find some 
explanation how to create one here:

The current versions of Plone (version 4.x) support Python 2.7.x that I
would recommend (Python 3.x is currently out of scope).

You could also have a look on the slides for the Plone workshop during
the LibreOffice conference 2012 in Berlin:
