I voted on this because I think the functionality is badly needed, i.e. to
unclutter Wiki-text and it would also be good to be able to decide on reference
ordering. I think the proposed syntax looks a bit strange, though; agree with
the first comment from Maury Markowitz. I suggest something like this:

Apples are often redref name=bob/, but they can also be greenref
name=alice/. Some people claim to have seen blue applesref
name=cybilCybil, C. (2004). Blue apples!/ref

The cybil example is there to demonstrate how this would handle existing
code. When the references section is parsed, it goes through all refdef
tags. At the closing tag, it will display all refs that have been defined
earlier in the text, but do not have a refdef. Actually, since mostly
refdef-tags are going to be inside reference, the syntax could be
simplified:

references
alice = Alice, A. (1997). Green apples! |
bob = Bob, B. (2003). Red apples!
/references

But the we lose some flexibility, like the things that ref head could
enable...

 Every once in a while I seem to get an error along these lines when making an
 API query (HTTP 500 + teal screen of death):
 
 PHP fatal error in
 /usr/local/apache/common-local/php-1.5/includes/api/ApiQuery.php line 238:
 Class 'ApiQueryRevisions' not found
 
 Retrying the same query immediately (almost) always works, so unfortunately 
 not
 reproducible.
Not a bug in MediaWiki, probably a misconfigured or wrongly scapped WMF server.

File DELETE and UNDELETE opration is the same error in jawp.

The following error log

Workaround is to write something like text#32;»quote«#32;text.
MediaWiki doesn't recognize #32; as space at the point where it replaces them
with nbsp;s.

Sounds like checking for word breaks should do the job reasonably well here.

Eg:

...quoted » outside
\s»\W - break

outside »quoted...
\s»\w - no break


As long as nobody uses this form:
outside » quoted...

in which case it would be much more difficult to distinguish which side the
non-break space belongs on, requiring heuristics to try to see where the quote
was started.

Oddly, there aren't always pre in the output of GeSHi anymore.

On Wikimedia: source lang=css.foo {}/source currently produces: 
 div dir=ltr style=text-align: left;pre class=source-cssspan
class=re1.foo/span span class=br0{/spanspan
class=br0}/span/pre/div

While source lang=css line.foo {}/source produces: 
 div dir=ltr style=text-align: left;div class=source-css
style=font-family: monospace;olli class=li1div class=de1span
class=re1.foo/span span class=br0{/spanspan
class=br0}/span/div/li/ol/div/div

Meanwhile, all lang stylesheets remove the borders from pre that are
descendants of the .source-lang, which applies to neither of these cases, but
does for output like like:

source-html4strict style=font-family:monospace;olli class=li1pre
class=de1span class=sc2lt;span class=kw2table/span span
class=kw3border/spanspan class=sy0=/spanspan

And the borders for that pre get removed in the inline style:
 .source-html4strict li, .source-html4strict pre {
line-height: normal; border: 0px none white;

So simply classing all pre won't work. You'll probably need to class the
outer object, the div setting dir=. And then probably remove the border from
all descendant pre from that. Ugh.
