If you read Wikipedia:Alternative text for images, you'll see that the requirements for alt text generally do not depend on the image's use. A local override can deal with the exceptions. I thought you started talking about a separate issue. We currently render the status icon to the left of the text in LTR languages, which is why I felt it was appropriate to render it on the right for RTL languages, as it is currently on prototype. Everything else is switched, so I'm not sure why you feel that icon needs to remain on the same side. I've isolated it to this rule in main-rtl.css:
#footer #footer-places {
float: right;
}
If it's not floated, problem goes away. Weird, and probably not the right way
to fix it, but that's the simplest solution I've found thus far. Now, I'm not
sure how to tell CSS janus to allow a float in LTR but remove it in RTL

I think the docs are wrong. In order for {{{1|Hello}}} to be expanded (if i
understand things right) $frame has to be included as an argument to
recursiveTagParse, which it is not. Thus {{{1|hello}}} isn't expanded.
As a work around use:
