The Generic.PHP.CharacterBeforePHPOpeningTag rule looks almost like something we could use. Unfortunately it complains whenever the T_OPEN_TAG token is not the very first token, for example when we have several open tags in a file. Like bug 43690 which was duped to bug 44628, the blockers of this should be requests of implementation in core or in extensions of features/experiments currently done with JavaScript hacks or even outside MediaWiki. I propose to file that as a separate feature request - it's a concrete request and a self-contained change, so there's a good chance that it gets implemented swiftly. I agree, someone please define the request exactly and keep bugs specific (defining the aim and not the proposed solution). The discussion was made in Facebook and Mediawiki mailing list. Filipinayzd posted a message in Facebook to have it changed to v2. When the logo was changed manually with (Ladawan:Wikipedia_bcl.svg), it was too big that it did not appear on the page. Filipinayzd reduced the image size and saved it as png but unfortunately the transparency disappears.
