Before the vote we had a discussion about it [1] where I informed the community about the potential security issue, but nobody felt it as a real danger. From the middle size Wikipedias, the Finnish Wikipedia uses the same settings, and they wanted to keep it. [2][3]. Basically bureaucrats are not decision-maker in this issue, only perform the community decisions or policies, same as the stewards, which makes the possibility of disputes low, but the process is inside the local wiki and more transparent. On huwiki typical decisions made by 15-30 editors, so 19 supports is quite average. We have a proxy service running to handle the actual uploads (url-downloader.wikimedia.org) and I'm pretty sure it enforces the whitelist no matter where you're uploading from (Special:Upload, UploadWizard, API), so my suggestion would be to turn it on on test.wiki, make sure it still works, and then try it on Commons. Ops would need to re-target the address if they want to use it. We can not
have it hit the OTRS system and then be automatically cycled back out to an
external address (via forward or anything). We'd have to literally forward
each message out individually as they come in.
To fix this, ops will need to do whatever they do to take ownership of the
@mediawiki.org address and re-divert it away from OTRS. If we disable
('invalidate') the address within OTRS itself, that won't do anything but
confuse the software - we'll still get the messages via OTRS (they just won't
be properly queued) until the address is re-diverted.

Since I've been around when it happened, and historic ganglia graphs don't expose this: The kafka drerr's were not constant, but grew, died off again, and stayed off for the rest of the interval in intervals that were ~25-minutes long. (See attachment kafka.varnishkafka.kafka_drerr.per_second-2014-10-15.png) All affected caches showed this ~25-minutes long pattern. But the pattern was not synchronous across machines.
