Most of this (including special page names and namespace aliases) can be
localized using http://translatewiki.net/wiki/Special:AdvancedTranslate tool.

Well many other things are specified in the Template: namespace which spun off
from MediaWiki: namespace long time ago.

Toolbar icons are in the MediaWiki namespace, please see

for their names.

Yes they are. See 'MediaWiki:skinname-monobook' or any of the others.

Bad idea. Changing Namespaces requires running namespaceDupes and should not be
done via the UI. This needs to remain a LocalSettings change.

I dunno about the other two ideas (linktrail and redirect logo, etc.).
