Just like the {{information}} which is hardcoded into UploadWizard? ;-þ
Is there any way to format stuff with template-formatted without using
templates? And how to leave some configuration on-wiki without relying on
templates?

Is that so? AFAIK {{flickr author}} is used by Bryan transfer tool, which is
highly popular. (If so, we should mark it as deprecated)
