Steps to reproduce:
1.Open a page in VE
2.Go to Insert>Transclusion
3.Search for a template like Cite Web
4.Click on "Add template"
5.When all the parameters appear, insert a value in one of the parameters then
press tab to go to the next parameter.
Observed Result:
Pressing tab does take user to the next tab
