We could, however (with some work) capture usage of certain property, or item, or property-item combination, in the original query. Would that be useful?




Property usage: I think there is some small-ish subset of properties that are very closely tied to a single data provider (e.g.,  Disease Ontology ID (P699)) where property usage would be informative to that data provider.  But since usage of a single property could (usually?) span many different data providers, I think this will not be sufficient for most data providers.



Item usage: This partially addresses the "item-level metrics" in my last post, but it depends on how it's counted.  Again, suppose I'm interested in metrics on Alzheimer's disease.  If you mean counting the number of explicit mentions of Q11081 in a SPARQL query (eg "how many symptoms does Alzheimer's disease have?), that's a good start.  But that misses out on cases where the item is returned as a result but not explicitly mentioned (eg "What diseases have a symptom of memory loss?").



Property-item usage: Not seeing clearly exactly how this might work, but I think the same caveats as Item usage apply.


Note also that I don't think any of these metrics get at the "statement-level metrics" I described above.  These arguably will be the more common case too.

As one very vague idea regarding a possible implementation that did account for outputs and intermediate, perhaps we could set up a temporary database that removed all items/statements from a given data provider, reran a set of sparql queries, and then compared results.  If the results differed, then you could empirically say that the data provider was important for that query.  Obviously complexity/scale are issues here...

For overall context, data providers are continually having to justify their existence to funders (e.g. the NIH), usually in terms of how important they are to a community of third-parties (e.g. research scientists).  Currently they do that through restrictive licenses, so they can point to the number of licensees they have.  If we want to convince them to contribute to Wikidata, they immediately lose the licensee count metric because there is no requirement to license.  To incentivize them to contribute, we have to give them even better metrics of community usage/impact that they can give to funders. I know very well what this is about. As a member of the language committee
I made the arrangements for other languages then the codes accepted for
localisation to be accepted for monolingual texts. You can ask Lydia if you
do not believe this.

I think you've misunderstood what Mbch331 is trying to say. The request here is for codes for use with properties which have the "monolingual text" data type, e.g. https://www.wikidata.org/wiki/Property:P1684 and https://www.wikidata.org/wiki/Property:P1705. Labels are completely separate and do not use properties of any type. It is possible to add languages for both labels and monolingual text properties, or only for monolingual text properties. There are a few exceptions with some *official* toponyms that are multinguals, or trademarks, but verncular toponyms are monoligual or should be (it just happens that some verncular toponyms have synonyms with orthographic/dialectal variants, but for that we have "aliases" in labels, and if we want to distinguish dialectsal/orthographic differences, we should be able to do that also by adding separate monolingual labels using more specific BCP47 locale tags (a non-specific locale tags will use the most common form but should be monolingual).

Note that official toponyms are just like trademarks: they are untranslatable or exist only in a few selected languages (which is a restricted set, not extensible, unless these translations are officially sourced by a national authrority, but not by a foreign authority or by some old dictorionaries). In Spain for example, officiual toponyms can be the concatenation of two toponyms in different languages, and this concatenated form is the legal one for Spanish and the specific regional language with which it is associated.

Official names are separate properties. This also applies to other official terminologies (such as species, chemical names...): "official" means that these names MUST be sourced by associating them with the standard that defines them (an "official name" may give multiple names depending on a restricted set of languages, but they should be *qualified* in Wikidata with an "according to" qualifier, whose value would be a reference to a terminologic standard body or one of its standards for specific uses).

CHANGES TO TASK DESCRIPTION...The information about relevant properties allows me to develop a feature for revscoring (https://www.mediawiki.org/wiki/ORES) which signals item completeness. The feature generates completeness score by dividing number of properties that an item contains with number of relevant properties that this specific item should have based on the wbsgetsuggestions API. 
For instance, suppose there is an item about some person which only contains 2 statements, that aredeveloping the feature, "instance of: human" and "occupation: actor"we'll use a simple weighted sum based on the probability reported via the wbs_propertypairs table to get signal for completeness.  Assuming the change on this ticket has been implemented, when we use the API on this item, the API returns properties "instance of", "sex", "date of birth", "place of birth", and "occupation". In this case, the score would be 0.4. Hoi,
the specific problem is that there is clear and uncontroversial consensus
to transition nrm to nrf, and the actual execution is only blocked by
technical issues. Issues that are only pushed forward because it is not
deemed to be relevant enough.

The problem is that we do not conform to standards and we make it worse.

The issue i see is that to add a name in a given langauge, it must still be supported in the Universal langauge selector or by using  "?uselang=" parameter, so that we can give it a label.
We annot add any label in Wikidata in a language that is not selectable as the user language, so a minimal support for MediaWiki localisation is needed so that the language becomes "supported" and not just "valid" (accorrding to BCP47 rules, as currently implemetned with ICU's library used to check it). It seems that the languages Lua module to implement and check validity is not used there and there's no workaround for missing locales in MediaWiki "support".
IOdeally Wikidata should not depend on this MediaWiki support because we actually don't need this supprot for creating a MediaWiki UI, but only to enter labels for Wikidata. This is a limitation of the Wikidata UI which incorrectly assumes such Mediawiki support is needed: there's no way to add an additional "custom" (but valid) BCP47 locale code to associate a label to a Qnnn entry: the "more" languages buttons requires us to select a supported locale so that the input form will propose a field to fill in. Well, using subclassing for this kind of thing shouldn't be done anyway. So in Wikibase, we use composition - that is, we inject a factory service. Defining an interface for that factory is what this ticket is about.

Assuming the change on this ticket has been implemented, when we use the API on this item, the API returns properties "instance of", "sex", "date of birth", "place of birth", and "occupation". In this case, the score would be 0.4. This score comes from 2/5, where 2 is the number of suggested properties that the item already contains, and 5 is the total number of items that are suggested by the API.

CHANGES TO TASK DESCRIPTION...I want to tweak wbgestsuggestions to give recommended properties even if they have existed in the item, so that I know which properties that are relevant to that item.

The information about relevant properties allows me to develop a feature for revscoring (https://www.mediawiki.org/wiki/ORES) which signals item completeness. The feature generates completeness score by dividing number of properties that an item contains with number of relevant properties that this specific item should have based on the wbsgetsuggestions API.

 Wikibase/DataModel/JSON#Snaks (here there is jQuery.wikibase code Wikibase View Documentation).

I don’t think this is a WBQC bug – apparently, the TimeInput just initializes its preview with whatever HTML is inside the value element. TASK DESCRIPTIONIt would be useful to have a client-side hook that fires whenever a statement is edited. In the WikibaseQualityConstraints extension, we would use this to re-check constraints on a statement after it has been edited, but it would probably also be useful to other user scripts and gadgets.

I propose the name wikibase.statement.edit (.add and .remove could be added later), and the arguments entityId, statementId, oldValue, newValue.

For the time being, the hook would be considered just as unstable as the rest of the Wikibase _javascript_ code (one of the Unstable Interfaces not covered by the Stable Interface Policy).

Well, using subclassing for this kind of thing shouldn't be done anyway. So in Wikibase, we use composition - that is, we inject a factory service. Defining an interface for that factory is what this ticket is about.

The Message object itself relies heavily on global state. If we want to fix that at some point, we should avoid direct constructor calls - if all Messages come from a factory, we can easily start injecting things. The global function essentially acts as a constructor, so it does not help us to get rid of global state.

I am skeptical of these kinds of interfaces as it usually doesn't end up being used. We'd specify the interface whenever we add such method, but never use it anywhere. It would help to have an example use case where a method would use MessageLocalizer as parameter type, or in what scenario one would want to instanceof-check for it?

We have several services in Wikibase that currently require an IContextSource in the constructor, solely for constructing messages. Having a more narrow interface to inject there was the original motivation for this ticket. We originally planned to put the interface into Wikibase, but we then figured it would be nice to have in core, too.

I think narrow interfaces should be preferred over one-covers-all things like IContextSource. If I Was King, we'd get rid of the ContextSource base class and IContextSource asap, and replace it by a bunch of narrow interfaces, and composition/injection. This ticket is a small first step in that direction.
