The IP that you see via curl belongs to the virtual machine in the project-proxy Cloud VPS project where the proxy server is currently deployed. This IP is from our public pool, meaning that it is reachable from the general internet. Your virtual machine instance does not have a public IP. It instead has a private (10.x.x.x) address that is allocated dynamically when the instance is first provisioned.

I would suggest using simply listen 80;. Port 443 is for HTTPS traffic. The Cloud VPS proxy will take care of that for you and then reverse proxy via plain HTTP to nginx on your Cloud VPS instance. Using the bare port number is equivalent to listen *:80 which will make the nginx service available on all local IP addresses on the instance. Here's a specific question that might be detailed enough in description: 
suppose we have a collection of facts (say the names, countries, inception 
dates, and official websites for a collection of organizations) that has been 
extracted from multiple sources, including various language wikipedias, a CC-0 
data source (for example  https://grid.ac/ ) and a non-CC-0 non-wikipedia 
data source - these sources would be indicated in wikidata by the 
reference/source section on each statement. This extraction has been done by 
users either manually or running bots with the understanding that they are 
adding facts to a CC-0 database (wikidata). Reconciling the facts - for example 
merging duplicates with slightly different names, dates, or URL's - has been 
done by users manually or semi-automatically, again with the understanding they 
are contributing to a CC-0 database. Are there any copyright or other rights 
constraints that apply to this collection, or can it be fully considered to 
legally be CC-0?

Well, ideally after T190022: Separate the CirrusSearch/Elastic-specific code from Wikibase code base it all will be in WikibaseCirrusSearch extension I presume.

Have we considered the possibility to run an actual API call to wbsearchentit...@wikidata.org

I thought about it but it looks rather serious performance hit (going back through all caching infrastructure, getting all the request init overhead again and then parsing the results). And I understand the main motivation here is performance. If we have page with Lua that requests 20 lookups, having 20 sub-requests may be a bit too much.

It also feels a bit wrong to go whole roundtrip when we have most classes and configs sitting right here.

I have no clue if the current API output would allow to rebuild TermSearchResult

I have tracked down some problems that existed with the image for sure. We were using two different types of way to specify the ENV vars for the elastic host.

I've also put in the sha of the elastic docker image in case that caused the problem.
