Ijon added a comment. Experience suggests that stabilizing the Magnus tools would be a likelier path than getting WMF to allocate feature development resources. AFAIK Ops has been working with Magnus to stabilize the VM for PetScan, which has become a core, day-to-day working tool for many volunteers across many communities. Similar investment could be made in Tabernacle, which is excellent. After a discussion on the talk page, an editor changed the labels in Polish and English to reduce the chance for ambiguity. The translations of labels to other languages need to be updated now, and I noticed it only because I started the talk page discussion. This may seem like a small example, but it can be much bigger. For example, many cities and towns in Ukraine were renamed a couple of years ago, such as https://www.wikidata.org/wiki/Q48256, and some of it's labels are still not updated. It would be nice to have a more robust process for notifying people that their labels should be. Another reason for fuzzying is updating a description of a property after a community discussion decided to change the way in which the property is used. TASK DESCRIPTIONIn translating software user interface there is a concept of marking translations as "fuzzy": when the strings in the source language are changed, the translations may need to be updated.
Such a thing would be useful for Wikidata labels and descriptions, too. In Wikidata it's more complex. Most importantly, in translating software, the source language is always the same within one project (in Wikimedia software projects it's usually English), while in Wikidata the "source" language is not defined in any way. In many items, however, a human editor could guess the source language using their intuition.
An example of an item where fuzzying would be useful is https://www.wikidata.org/wiki/Q52943434 . After a discussion on the talk page, an editor changed the labels in Polish and English to reduce the chance for ambiguity. The translations of labels to other languages need to be updated now, and I noticed it only because I started the talk page discussion.
Another reason for fuzzying is updating a description of a property after a community discussion decided to change the way in which the property is used. There are probably more reasons.
In theory, the watchlist could be used for this, but in practice it's not scalable, because this can happen in any item and property, and people may have thousands of them on their watchlists, and most edits on items shouldn't trigger fuzzying.
A more feasible way to display that a translation is fuzzy is a tag next to every place where it appears: item pages, output of the {{Q}} template, the usage of the label in Wikidata-enabled infoboxes in client wikis, etc. There should also be a special page that shows all the labels that are currently fuzzy in a given language. It should also be available through SPARQL queries.
How will a fuzzy translation stop being fuzzy? I can think of two ways:
Any edit to the label will take it out of the fuzzy state.
Next to every fuzzy translation on the item page there will be "mark as not fuzzy" button (this is useful when the translation doesn't have to be updated).
So how will a translation become fuzzy if the "source language" cannot be defined? One way I can think of is adding a button called "publish and mark existing translations as fuzzy" next to the usual publish button. In order to avoid clutter, it should only appear on items that have a label in more than one language. In order to avoid abuse and mistakes that will waste other people's time, it should show a confirmation question: "Do you really want to mark translations to other as translations that should be updated?" (at least the first time that a user does it).
These suggestions are just initial ideas. Real Designers can probably suggest something better.
