- "We" are @Andrawaag, @despens, myself, and other participants of the Federated Wikibase workshop in Antwerp, where we discussed this, but not in any great detail. The discussion at that link is exactly the kind of thing we'd hoped to discuss, but didn't get around to. I made this as a placeholder task early during the workshop day, but I wasn't able to fill it in more because we never actually settled on implementation. I don't really have any opinion on the implementation, and the idea to use skos:exactMatch was formulated by either @despens or @Andrawaag.
I didn't attend in Barcelona nor will I be in Berlin, so I promise I don't have any more up-to-date knowledge about what is happening with this ticket :) I am referring @despens to the wikidata property talk link above, but I don't have anything else to add myself.
