It looks like a great idea but I have one concern first: There are lots of vandalisms in Wikidata which happen by removing a sitelink (I sent an email to the mailing list earlier) so this is a good idea but most of them get reverted instantly in that case we are sending not just one but two notifications of disconnecting and re-connecting to the creator. This will most importantly it makes the user to not care about the notification the next time and that's really bad.
