Sometimes there are good reasons to delete Wikidata property (either replaced by a different one, duplicate, etc). Wikidata admins are unable to safely delete the property and be sure all client wikis don't use this property. Without doing it properly, this may result in harmful affects on wide number of wiki pages.

With the recent improvements to usage tracking, it becomes possible (though still somewhat hackish) to locate all usage using wbc_entity_usage, querying on the property to be deleted. However, it does requires to iterate over all client wikis which is quite inefficient - though feasible assuming deletions of properties are rare.
Hence we need either a bot or a web tool or even wb-repo extension to provide a list of usages of a property, and possibly notify relevant communities.
