CHANGES TO TASK DESCRIPTION...The SetClaim request calls `ReferencedEntitiesDataUpdater::addLinksToParserOutput` when saving the property which in turn attempts to do an `EntityTitleLookup` and calls `EntityHandler::getTitleForId` on the `LexemeHandler` with a `FormId` at which point it breaks because it expected a `LexemeId`.
