CHANGES TO TASK DESCRIPTION
When we switch from constraint templates to constraint statements, we’ll need to import constraint statements of all properties, without waiting for an edit on them that would trigger the `WikibaseChangeNotification` hook. The simplest way to do that is probably to create a maintenance script that ~~scheduless~~runs the `constraintsTableUpdate` job for all existing properties, as if they had just been changed.
