TASK DESCRIPTION
  While reviewing the Gerrit change that migrates wb_changes_dispatch to 
abstract schema files 
 (for 
T205094 ), I noticed that the 
`wb_changes_dispatch.chd_seen` column is signed, even though it references the 
`wb_changes.change_id` column, which is unsigned. With a current maximum value 
of 1275036546, it’s already at 59% of its maximum possible value (2^31-1); 
making it unsigned, like `change_id` itself, will buy us more time until that, 
too, eventually overflows (compare T63111 
).
  
  TODO: Turn this into a real #schema-change 
 task.
