Anecdotally, I can say that the hackathon network was very slow this morning (I used the Hilton one since then), and that ssh to WMF servers on the Hilton network had pretty bad latency. At that time is was IMO pretty obvious that we suffer of a lack of End-2-End approach of the problem (in particular lack of tool to make the correct measurements). [Wikimania-l] Hotel wifi fast generally but very slow on Wikipedia
