All bids have been examined and discussed at three public IRC meetings and several private conversations, and we have come to the conclusion that we will now focus our attention on the two bids with in our opinion the highest potential: Hong Kong and London (in alphabetical order). We were blessed this year with a strong field of bids, and I would like to extend our sincere thanks to the bidding teams of Bristol, Naples and Surakarta for their extensive and well worked out bids - but also the effort they put into answering our extensive enquiries. I think all three bids had very good qualities and their strong points and with work could make a wonderful and very competing bid in a future year. This decision has been made based on the primary evaluation of the bid quality, with a special focus to suitability of the Venue, Accommodation and the reliability and viability of the local team (did we have the feeling they were up for the task). We will not be sharing an extensive reasoning at this point for each bid - but I think we can give feedback after the final decision about the winning bid has been made, in private communication. So what is next? The two candidates will be reviewed more extensively, we will assess the risks and whether they will actually be able to live up to the promises more thoroughly. We may be needing a few days extra compared to the original timeline, but hopefully not too much. FLAG OF MACHA, GENERAL MANUEL BELGRANO AND A TRASCENDENT REGION FOR THE REVOLUTION FOR INDEPENDENCE OF SOUTH AMERICA.I.- EL CUARTEL DEL GENERAL BELGRANO Y DE LA HOY GENERALA JUANA AZURDUY DE PADILLA.. La relevancia de la sub alcaldía política de Macha Abiallah,Urisaya de Macha - hoy San Pedro de Macha se vincula directamente a la vocación independentista de sus dirigentes, que marcaron la lucha por la libertad de los realistas de América del Sur. En su plaza, actualmente, luce un monumento al héroe y patriota de la libertad Tomás Katari, frente a la iglesia y al terreno donde se levantara el "Cuartel de las Fuerzas Belgranianas en el Norte Potosino". Esta localidad, ubicada en la Provincia Chayanta del actual Departamento Autónomo de Potosí, fue epicentro de los levantamientos andinos de la segunda mitad del Siglo XVIII. Es relevante que los macheños, ayllu emparentado con el Inca, lograron expulsar al corregidor español en 1780, bajo el liderazgo del héroe revolucionario aymara Tomás Katari, al cual los realistas encerraron y sometieron a tormentos por su levantamiento. Katari en 1781 es asesinado, luego de protagonizar una terrible insurrección contra el invasor español, siendo sus principales seguidores las familias Betanzos, Saavedra, Padilla y Azurduy, entre otras que comulgaban con los ideales, de un hombre esencialmente sabio, sincero, de gran cultura revolucionaria y de nobtable bravura que fue heredada por el perseguido y martirizado pueblo macheño. Motivo "decidendi" para ser un principal cuartel revolucionario. Allí funcionaban los cuarteles de adiestramiento, se realizaba la forja de armas y, en el Cabildo, se desarrollaba la "escuela revolucionaria por la libertad de los pueblos del Alto Perú y del Río de la Plata". La Bandera de Macha, estandarte de los patriotas y revolucionarios, formada por tres franjas horizontales cuya posición de colores es blanco-celeste-blanco, necesariamente tiene en esa localidad originaria también su enaltecida historia. Cuando Bernardino Rivadavia ordena que se "desahagan" del estandarte enarbolado el 27 de febrero de 1812 por Manuel Belgrano, en ocasión de inaugurar la Baterías Libertad e Independencia, en la Villa del Rosario, el General no toma inmediato conocimiento, porque se hallaba en Jujuy según el nuevo mando que se le había acorado. Por tanto, no sabía que el Triunvirato había desautorizado el uso de la Bandera por él creada y que existía la orden correspondiente de Rivadavia; ínterin lo desconocía, a los efectos de levantar la moral del incipiente ejército vencido en Huaqui, hizo bendecir ese estandarte por el Canónigo Ignacio Gorriti el 25 de Mayo de 1812 y se lo presentó a la tropa como el emblema nacional que nos distinguiría. Los soldados pidieron al General Belgrano que fuera izada en el Cabildo en reemplazo del estandarte real y el así lo dispuso, flameando allí hasta el siguiente enfrentamiento. Recibida la orden, en consulta con otros héroes y patriotas, Belgrano eligió no destruirla y marchó con las tropas, formadas por jujeños, salteños, potosinos y algunos tarijeños, hacia Salta, presididas por esa bandera -durante el desplazamiento cruzaron, el 13 de febrero de 1813, al Río Pasaje o Juramento nombre que hoy lleva en razón de que los soldados juraron defender la causa de la libertad sobre esa insignia-. Con ella flameando, el Ejército de Belgrano volvía a vencer a los realistas en Salta, victoria en la que toma la bandera española y enarbola el ensangrentado Estandarte Patrio. En octubre de 1813 la bandera flamea en Vilcapugio, donde hubieron muertos de los dos bandos, el criollo arrojaba numerosos cadáveres de mujeres y niños, además de los escasos varones que quedaron, y todos ellos fueron enterrados en Macha. La fuerza y la ferocidad de las armas españolas determinó que los criollos perdiéramos esa Batalla. El 12 de noviembre el ejército realista avanzaba sobre Macha, simultáneamente el General Manuel Belgrano recibe y se notifica de la orden de Rivadavia y la desautorización del Triunvirato, que le había solicitado al propio General crear una Escarapela, cuanto nuestro héroe hizo y extendió en una bandera. Desde Macha partieron a Ayohuma ancianas, mujeres de todas las edades y niños, entre los cuales hijos de las familias de Miguel de Betanzos, de Juana Azurduy, de su esposo Manuel Ascencio Padilla y de Cornelio Saavedra, por citar a las mas conocidas. Los macheños, en particular las familias Fernández, Arce y Gordillo, expresan, en su tradición oral que antes de partir el General Manuel Belgrano oculta la bandera blanca-celeste-blanca en el Templo de Titiri, emplazado a orillas del río del mismo nombre en Macha, luego parte y a una altura media superior a los 3500 metros sobre el nivel del mar, al frente de sus "patriotas"-entre los cuales la mayoría eran mujeres y niños- espera frenar el avance español y lo enfrenta en Ayohuma, el 14 de noviembre de 1813, en la plaza de Chara
