Hi Victoria,

It appears you misread the sentence in question. Smallbones was talking
about a hypothetical future in which the Russian government might block
both Wikipedia and VPNs. This would result in the articles being written by
Ukrainians, and given that Ruviki copies most of its content from the
Russian Wikipedia, they would (in that hypothetical future) have to somehow
adjust the content of these articles.

At any rate, Smallbones has answered you on the talk page.

(I personally had no involvement in the article. I only read it after
publication.)

Let me clear it a bit. The only ones who git blocked were Vladimir Medeyko and 
few others involved in creating of Russian Wikipedia clone. For example, all of 
NWR-Hist User group is still active in various projects while most of its 
members are still in Russia.
There were some discussions on blocking Wikimedia projects in Russia but in my 
opinion it's not happening before any of the clones or other similar projects 
reach at least 100k articles. Maybe never.

No they are not blocked. So saying that it's Ukrainians  and not Russians -
including those that live in Russia - who edit articles about the war
supports the case for blocking Russian Wikipedia.

I think while writing on sensitive topics like this the authors should fact
check first, write later.
