As you know Turkey has banned more than 2,5 year Wikipedia Project all
languages. And we contributed through free VPNs in those years.

Andy Mabbett was also our guest speaker during the ban for the Wikidata 6th
Birthday event
.
We contacted WMF employees many times.

I hope no one is not badly affected by this situation.

As a member of Wikimedia Ukraine, I can say that we as an organisation
proposed help for Wikipedians from Ukraine. Wikimedia Poland was also very
kind to express its readiness to help. But as far as I know, no one used
this help so far.

I was contacted by two wikipedians from Ukraine which I know personally
with questions about the situation at Polish border and what documents they
need to enter. I just answered them + gave my private phone number, but
till then I haven't heard from them, so they either decided to stay or are
still trying to get to the border. One of them is from Kiev and one from
Lviv. Bear in mind that at the moment, there are around 1 million
Ukrainians queing at the border on the Ukrainian side, and Poland is able
to accept around 100 000 per day.

I guess - if the substantial number of Ukrainian Wikipedias manage to reach
Polish border - some sort of help from WMF would be very appreciated - but
at the moment I guess not too much real help can be done.

Some thoughts:

  *   Being neutral is not the same as not taking a side in a conflict. We can 
take side with human rights.
  *   There are wars elsewhere in the world. If we take a decision over 
Ukraine, then other wikimedians may ask the same kind of decisions when another 
country invades a third one. It's not something speculative: the US has invaded 
lot of countries in the last 30 years and is still bombing others, european 
countries invaded Libya, Israel is invading Syria (not to mention the situation 
in Palestine), Saudi Arabia is invading Yemen, France is bombing Chad, Iran may 
be seen as an invader in Lebanon... the list is really long, and every point 
may be discussed.
  *   Our main point is not war. Our main point is co-operation and building 
knowledge together. Wikimedians around the world share this view, independent 
of their views in national or international conflicts.
  *   Let's change the focus: Wikimedians promote peace, because diplomacy and 
conflict solving is something we make better than we think. We build together. 
We work together.
  *   Let's think big: Wiki[m,p]edia must get the Nobel Peace Prize in 2023.

knowledge. As Ziko just shared, the Foundation issued a statement

earlier today on the crisis in Ukraine. We will continue to connect with
our communities in the area and monitor for any cyber attacks or threats of
disinformation.



Earlier today, the Wikimedia Foundation received a letter from Roskomnadzor
asking for removal of an article on Russian Wikipedia about the Russian
invasion of Ukraine. Wikimedia Russia also has a copy of this letter and
has shared it on the Russian Wikipedia village pump. We appreciate the
effort of the many editors working in this area to ensure that Wikipedia
has high quality content, and we are currently reviewing what our options
are to challenge the request.

As Wikimedians, we could do something similar which can be of practical use
to the Ukrainian people for now like enriching more information and data
about Western Ukraine, Poland, Romania, Hungary etc. in Ukrainian language
using which they might get some relief and can reorganize.

Changing the color of Wikipedia logo to Ukrainian flag have some major
issues though. It might show our solidarity but it also can show that we
take side in geopolitics questioning our neutrality. We hadn't changed
color during other invasions in recent times.

About Russian Wikipedia: unfortunately, most likely it will get banned in
the Federation. More than 70 Russian Wikipedians wrote open letter to us on
our village pump

where they condemned the invasion, so WMF might support people who signed
this letter legally because of possible threats.

suspect the functionary teams will be pretty open to granting IPBE for
folks editing from that region.
