One of the problems we have with membership is that there's little we can
offer as benefit. That's OK in many ways, because I guess many members pay
their five quid as a way of supporting WMUK, in the same way as they do
other charirties, rather than for what it gives them in return.

Nevertheless, it does make it a bit harder to sell the idea of joining a
committee to a volunteer who is not yet a member, if they have to pay £5 as
a pre-requisite for giving up yet more of their time.

Personally I think the idea of open and flexible membership of committees
should imply that we don't insist on membership of the charity to take part
in a non-board committee meeting. We can always suggest that they become a
member after we've got them working.

I do agree though, that anyone serving on a Board sub-committee like ARC
should be a member of the charity - I see those as quite distinct from the
non-board committees (whatever we eventually decide to call those).

It would make sense to require charity membership of those serving on 
the formal board committees (Audit  Risk, and Governance), but 
certainly not what we have called the 'working groups'.  Membership has 
never been needed to help out on the current tech committee, for 
example, and we should try to make any replacement 'tech working group'  
even more open and welcoming.

I'm wary of non-members being allowed to serve on any committee that 
is enshrined in the charity's articles. If paying a fiver is a 
concern, the board can always vote to exempt said prospective member's 
fee.

deliberately don't attempt to answer all possible questions about 
implementation, as we think it best that both further questions and 
the answers to those questions should come out of collaborative 
discussions. The plans are not set in stone, and with the community's 
help they can be improved, strengthened and fleshed out.
